Project Return

  Introduction:

A pioneer initiative, the 'Project Return' programme aims to facilitate the return, through an integrated approach, of Venetian immigrants and their descendants currently living in Argentina.

  Description of the problem:

Argentina has plunged into a deep recession since years, and the unemployment rate keeps on raising. The initiative gives a first positive answer to the many requests coming from people of Venetian origin willing to come back to Veneto, due to economic reasons and affective reasons. Such an answer also matches the growing demand of workforce raised by the economic system of the Veneto region.

  Description of the solution:

For the first time, an initiative has been planned and implemented in order to concretely facilitate the return to Italy of emigrants. By launching this pilot project, the Region and its partner tried to define and build an integrated approach starting in the country of origin (selection and basic courses) and continuing in the host country (job training, social and labour insertion), with the activation of synergies between public and private players acting in the areas involved.

The project, realised in cooperation with the Ministry of Labour and Social Policy, the Italian embassies and consulates in Argentina, the General Consulate of Italy in Cordoba, the Italian Chamber of Commerce of Cordoba, the Province of Padua, the Venetian-Argentine Associations' Committee (CAVA), the Veneto-based associations of former emigrants, the National Alpine Soldiers Association (ANA) and the industrial group Electrolux-Zanussi, consists of seven stages:

1. communication and promotion of the initiative in Argentina;
2. individuation and selection of potential participants on the basis of clear criteria (i.e. holding a technical degree, good knowledge of Italian language, age, prior employment), thus crossing the requests of the applicants with the ones coming from the partner company.
3. basic training course in Argentina;
4. return to Veneto with an adequate accommodation;
5. basic technical training course organised according to the suggestions given by the industrial group;
6. labour insertion in the firm;
7. monitoring activities;

The duration time of the project, linked to a gradual labour insertion process, is two years.

  Impact and results:

The project provides for the insertion of about 200 skilled workers. These results make it a good practice.

The 'Project Return' is part of the general framework programme for the coordination of immigration carried on by the Veneto Region. The tool for achieving such a target is the Central Regional Board on Immigration.

 

 

  Practical considerations :

In order to realise the programme, the Region decided to spend a general budget amounting to 1,549,370 Euros. The financing sources are : regional funds until 516,456 Euros and national funds until 1,032,913 Euros.

The planning and realisation of the 'Project Return' regional initiative has been given to the Ente Veneto Lavoro, a Region-owned operative company, on the basis of an agreement. The Regional Directorate for International Relations is in charge of managing and monitoring the initiative.

The "Project Return" has a duration of two years and will end at December 2003.
