  Introduction:

In the region of Veneto, the percentage of extra-EU citizens with little or no skills asking for a job over the total is very high. 84% are unskilled workers and only 2,8% are specialised workers. This is a further evidence of the high degree of absorption of this typology of workers by the national productive system.

  Description of the problem:

The manufacturing sector in the North of Italy, requires more and more specialised labour force, that can not be completely satisfied by Italian and EU nationals. Many extra-UE immigrants are looking for a job in the manufacturing industry, even if they are not enough qualified to get it. A shortage of specialised workers and technicians, on one hand, and a relatively large number of unskilled workers looking for a job on the other hand, may cause - and actually causes - a bottleneck in the curve of offer and demand of labour force in the region.

  Description of the solution:

In order to solve this problem, Irecoop Veneto has organised two training courses, co-funded by the ESF, targeted at extra-EU immigrants. The first course, 'Machine tool operator', included 360 hours of theory and 240 hours of traineeship and lasted from November 2000 to March 2001. Held in Venice-Mestre, the class has been attended by 11 Bangladesh nationals.

The second course, 'Technician for the installation and maintenance of thermo-regulated systems' included 480 hours in classroom and 320 hours of traineeship and lasted from March 2002 to July 2002. Held in Venice-Mestre, the class has been attended by 14 extra-UE immigrants, including 7 people from Bangladesh, 1 from Colombia, 1 from Albania, and 4 coming from former Yugoslavia.

This kind of courses can be considered as a good practice due to a series of reasons, ranging from the co-funding of the programmes by the ESF, to the involvement of local companies, immigrant communities, local authorities and non-profit organisations in promoting the initiative, selecting the candidates, choosing the right location and the teachers. Further key features of this programme are the teaching of Italian language to the future workers, assistance in finding a house, reimbursement of part of the general expenses of attendees, integration of people coming from different cultures and ethnic groups, and the high level of cooperation within the project team.

  Impact and results:

After the first training course, all the participants found a job in the sector of their studies. All the companies involved in the project made a job offer to the 11 participants. The evaluation of the second course is in progress.

11 immigrants in the first course and 12 in the second one accessed to social benefits (1.03 Eur per hour of attendance). The benefit consists of a subvention of 2942 Euros.

 

 

  Practical considerations :

The financial resources needed to carry out the first course were 68,386.37 Euros and for the second one, 1,442,215.86 Euros. Both of them have been funded by the European Social Fund.

The staff required for the project have been: a project manager; a coordinator; a tutor, that in the first course was from Bangladesh and in the second course was Italian; a team of teachers, some external supporters.
