The
main task of this project is finding a job for the immigrants.
The programme also organises training actions in fields
like work relationship, alphabetisation, public services,
social rules and habits in Italy.

Description
of the problem: |
|
Generally
speaking, extra-UE immigrants in Veneto have a poor knowledge,
or no knowledge at all, of the language of the host country
when they arrive on site. Their incapability to speak
Italian may result in serious problems in finding a job.
More often, they can not make use of the skills and qualifications
acquired in their own country, thus forcing them to accept
low-level job positions and tasks. What's more, their
living in closed communities prevents them from enhancing
their knowledge of the language.
It's
necessary to adopt measures in order to help this collective's
labour insertion.

Description
of the solution: |

|
The
project "EXTRAPOINT" carries out the following
activities aimed at helping the immigrants to find a job.
-
Gathering of data which regard the immigration flow in the
provinces of Padova, Treviso, Venezia and insertion into
a Data-Bank.
-
Interviews and compilation of specific questionnaires, in
order to identify the various professional profiles, level
of education and training requirements necessary to satisfy
the professional aspirations of non community workers present
in the area.
-
On line connections between the Data-bank and other categories
(public institutions, associations etc) that deal with the
same sector.
-
Put in contact with companies to submit the candidates'
profiles.
-
Plan and organisation of training courses according to the
identified qualification needs. Training in labour relationships,
basic education, behaviour rules.

where the immigrants can insert their CV.

The number of jobs that have been managed through Extrapoint
are around 300. The 80% of the participants have accessed
to education or training measures.
The agents implied in Extrapoint are: the Chamber of Commerce
of Padua, Region of Veneto, Province of Padua, Union of
Employers of Padua, National Confederation of SMEs in Padua,
Italian Christian Workers Association, Provincial Union
of the Craftsmen of Padua.
The
distinctive element of this programme is the direct involvement
of employers' associations on one side, some charities and
the region. This sort of cooperation helped the players
to find an agreement, trying to satisfy the needs of the
business community with the expectations of the immigrants.
The creation of ad hoc information desks for the immigrants
in many provinces of Veneto and the involvement of immigrants
with a high-level education helped making the project successful.

Practical
considerations : |
|
|
The financial resources needed for the first three years
are 800.000 Euros.
The
financing sources are the Chamber of Commerce of Padua,
Treviso and Venice; Employers Association of Padua, Treviso
and Venice; Region of Veneto; Province of Padua, Union of
Craftsmen of the Province of Padua , National Confederation
of Craftsmen and SMEs of Padua, the three main national
Trade Unions, Italian Christian Workers Association.
The
staff required are: the Project manager, teachers and a
tutor. The "Immigrant Desks" are placed at Padua,
Treviso and Vicenza.
