Integral Plan for Immigration in Aragón 2002-2004

  Introduction:

The policy of immigration is a policy shared between the State and the regions. The State has the powers to manage the entry, regularisation and control processes of the migration, although not exclusively, while the Autonomous regions have, although not exclusively, the policies of integration.

The Integral plan has as a purpose to plan the policies oriented to get the social integration of immigrants. It answers to the qualitative and quantitative modifications of the immigration in the last years, and it aims at preventing and avoiding the conflict situations through the mutual knowledge, the dialogue and the participation.

This plan is the result of the joint work of different departments of the regional government and social agents. The plan is completed with the social organisations contributions.

  Description of the problem:

The foreigner population usually have difficulties in order to access to the systems and services which all the citizens have access to, due to the language and cultural differences. To compensate and help to overcome this difficult it's needed to launch measures, supports and when necessary, and temporarily, specific resources which get easier the access to general resources by the most vulnerable sectors of among the immigrants.

Subjects like language, nationality, culture, etc are factors that will influence in the opportunity and results of the measures and policy that are enhanced. Due to its complexity, several departments and organisms of the regional and local administration together with other entities, are implied in the attention to the immigrants. This plan foresees to co-ordinate and plan the different necessary actions directed to the immigrant population. This plan is a planning tool that seeks to make operative an integral, coordinated and global strategy.

  Description of the solution:

The integral plan for the immigration has as an objective to influence the daily life of everybody who lives in Aragon, autochthones and foreigners, to make easier the socializing and intercultural enrichment. The plan proposes a long set of measures articulated into several programmes of social action, that affect the schooling, housing, job, social sensitizing, personal attitudes, protocols of attention etc.

A plan that tries to have influence in so many sectors and in so different levels integrates different sort of measures. These are the actions foreseen:

1. Employment-training.
1.1.Report about the foreigner labour force needs of the Aragoneese labour market.
1.2. Labour plan of the agricultural campaign in Aragon
1.3. Promotion of employment: sensitizing of the businessmen, promotion of the self-employment, labour mediation.
1.4. Access to the vocational training: training offers adapted, and accompanying measures for the training.
1.5. Socio-labour insertion: individualised insertion pathways and accompanying measures to the training.
1.6. Labour risks prevention for immigrant workers.

2- Legal advice.

2.1. Service for legal attention and orientation for immigrants
2.2. Information on rights and duties.
2.3. Interadministrative co-ordination.


3- Education:

3.1. Schooling and reception of immigrant population.
3.2. Aragoneese service of resources for intercultural education
3.3. Information on education resources in Aragon
3.4. Continuous training for the trainers.
3.5. Spanish Classes for immigrants pupils in the compulsory education
3.6. Language courses for adults.
3.7. Advanced courses of Spanish
3.8. Intercultural learning in the Parents' Association
3.9. For an intercultural school.
3.10. Basic alphabetisation for immigrant adults
3.11.Maintaining of the language and culture of origin

4- Social services
4.1. Information and orientation
4.2. Access to social services and resources
4.3. Co-ordination for the access to services
4.4. Promotion of the association movement among the immigrants
4.5. Programme for attention to immigrants women
4.6. Programme for attention to minors
4.7. Training of professionals in the social action

5. Housing
5.1. Access to the public housing
5.2. Rehabilitation of housing
5.3. Programme of houses for rent

6. Health
6.1. Permanent Observatory of the socio-sanitary conditions of the immigrant population
6.2 Continuous training for health professionals
6.3. Promotion of health among the immigrant population
6.4. Programme for preventing specific diseases

6.8. Youth and immigration
6.9. Training for civil servants in the different public administrations

6.15. Aragoneese service of intercultural mediation

  Impact and results:

This is the first plan for the immigration in Aragon. There are no data about its impact. We consider it a very good practice for being a planning tool that tries to make operative an integral, co-ordinated and global strategy, which all the socio-economic agents implied with the immigration in Aragon participate in.
