Pilot programme for training and insertion
of immigrants in the construction sector in the three Aragoneese
provinces. |

The
integral plan for immigration in Aragón, from its
objectives of co-ordination and execution of the legal
frame international, national and regional rules
which regulates the immigration, is the framework of the
launching of this programme in Aragón.
One
of the keys of this Plan is the labour integration of
the immigrant population that live in Aragón, putting
on actions to promote their access to the employment services,
improving the vocational training and supporting the self-employment.

Description
of the problem: |
|
Nowadays
there are many legal immigrants unemployed, with a temporary
job, in a precarious situation and/or without the required
qualification for the labour market. This situation is
due to the extraordinary regularisations derived from
the Immigration Law amendments in the last years in Spain
and as a consequence of family regrouping processes.
We have detected a lot of work posts, which require professional
qualification, without workers The construction sector
companies in Aragón are requesting these workers.
We
underline that Aragón has a lack of population
in big areas of its territory, suffering from a decrease
and an ageing of population in rural areas.

Description
of the solution: |
|
|
This
programme, which is co-ordinated by San Ezequiel Foundation,
is based on the guided training and insertion of 55 immigrants
in the construction sector. To get a successful development,
the foundation has signed agreements with the Employment
Aragoneese Institute, as a supporting public institution,
with the Construction Labour Foundation, as a specialised
training centre, and with the Inmaculada Saving Bank, as
a financial entity.
Guaranteeing a quality training, the Labour Construction
Foundation provides 3 training courses to get the Professionalism
Certificate in bricklaying. Each course takes 1.000 hours
(six months) and belongs to the Aragoneese Government plan
of training and insertion. The courses are offered in the
three Aragoneese provinces.
The Inmaculada Saving Bank articulates through its micro-credits
programme flexible and adapted to the candidates needs
loans that will let them survive during the training period.
San Ezequiel Foundation is developing, around the three
training courses, some complementary actions and a system
of orientation and monitoring that guarantee the maximum
exploitation of the training, the access to work posts fitted
to the training, and the families settlement in rural
areas with depopulation.
Once the training program finishes, the process to access
the labour market starts according to each candidates
acquired knowledge and skills, to the construction sector
companies interest in taking up qualified workers,
and to the orientation and support to self-employment.

The programme is in the labour insertion stage in Huesca,
the training is already finished. In Zaragoza and Teruel
its in phase of development.
The results in Huesca are the following: there were 21 participants
in the training programme. 18 of them are working in the
construction sector as specialised labourers and as officials
(2nd degree), depending on the stage they have accessed
the training and their skills.
The others are working in different sectors due to personal
motivations.
Nowadays in Zaragoza there are 19 candidates in the training
stage, and in Teruel there are 16 . 9 persons have left
both groups to work.

skills, labour orientation and insertion,

Practical
considerations : |
|
|
This programme is developed as a pilot experience since
April 2002 to April 2003, although when itll finish
there will be a monitoring of the candidates.
The budget is around 144.000 Euro, financed by Employment
Aragoneese Institute and San Ezequiel Moreno Foundation.
The staff working in this project are:
1 co-ordinator (10% of labour journey)
2 techniques (full time)
1 administrative (66% of journey)
The participants of this pilot programme are 55 immigrants.
The programme, once evaluated, will be transferred to other
professional sectors, according to the labour demands of
the Aragoneese businessmen.
