Microcredits programme

  Introduction:

The total of foreigners people with residence permit in Aragon at 31th December 2000 was 17590 people, what represents 1,48% of the total population (in Spain almost 2%).

It's necessary to add those people in non-regular situation what take us to a global sum of about 35000 immigrants, what represents a 2,9% of the aragoneese population.

The microcredits programme is not addressed only to immigrants population, but to any collective with precise economic difficulties.

  Description of the problem:

The economical situation of the immigrants is many times precarious, they have incomes that only let them subsist. This situation get many times worse for the debts acquired in their origin countries for the travels to Spain, as for the promise of regular envoy of money to their families.

Then when they have the need of acquiring a consumption good, travelling for familiar reasons, or solving any problem related to documentation, they face a very important economical problem.

  Description of the solution:

The microcredits programme is allowing by one hand to solve precise needs in the field of consumption, and by other hand, on meeting demands individually and through detailed proceedings, to identify other trouble that can be tackle from other programmes of the organisation.

The microcredits are given on the base of an exhaustive analysis of each individual situation, and above all taking into account the destination of the money has a justified purpose that lets the social normalisation of the immigrant.

Both the final quantity that is lent, and the payments and instalments are designed according to the individual needs and possibilities.

It's made a monitoring to each immigrant that receives a credit, not only of the compliment of the payments, but of any other trouble they have, in this way a socio-educative labour and assumption of responsibilities can be made.

  Impact and results:

The number of dossiers studied in the first seven months of working have been 102. The total number of microcredits granted have been 58.

These consumption credits have been used for familiar grouping, travel to the origin country for taking the visas and/ or solving legal situations, obtaining of driving permission, deposits and rents for housings, purchase of consumption goods (washing machine, study books….), payment of the medical treatments in origin countries, payment of social security quotas for house working servers…

The 50% of the immigrants that have accessed to this programme, have been informed and advised in order to ask for social benefits they have right to, and specific subventions for the housing rents.

 

 

  Practical considerations :

The personnel needed to carry out the programme are two social workers.

The agents implied in the programme are: UGT and CAI (financial entity).
