In
Aragon, by sectors, the 29,3% of the foreign population
with work permit, are working in the agriculture and the
13,5% in the house work service. Industry and construction
employ each one the 13,3% and the 13,5%. Among the autochthon
population, 8% is employed in agriculture sector, 26%
in industry, 13,5% in construction and 57% in the services
sector.

Description
of the problem: |
|
The
target groups of this programme, immigrants jobseekers
live with plenty of deficiencies and varied trouble (
problems related to the housing, health, job, social adaptation,
training, low professional qualification, shortage of
economical and personal resources for the conflict resolution).
Besides of these situations present specific needs relating
to cultural differences, social isolation, language, maladjustment
of their labour experience and training to the labour
market of our country, problems of adapting to timetables,
assumption and respect to hierarchies in the company,
and sometimes the socializing in the labour environment.

Description
of the solution: |
|
|
This
programme applies a methodology based on the global and
individualised attention, without lessening of the implantation
of group actions, that form the design of Individualised
Insertion pathways.
The
central axle of this programme is the attention from the
discipline of Social Work, present during all the pathway.
Each user receives an individualised monitoring. As a starting
point it's carried out a social diagnosis to detect each
user's needs and give priority to those most important.
According to these needs, the objectives in a very short
time, in a short, in a medium and long term are designed.
Furthermore, this programme offers juridical and psychological
attention to the immigrant what let solve specific problems.
An
important element, that guarantees the achievement of objectives
is the active participation of the users in the design of
their pathways. There is a implicit undertaking between
them and the technical team of the programme.
Other
distinctive and key element of the programme is the mediation
in the firms by the technical team and through the workers'
delegates. Until now collaboration agreements have been
established for the realisation of placements, for the reception
of work offers and the participation of these delegates
in the personnel recruitment processes.
The
duration of the intervention with each user is about 6 -12
months, and lets in many cases the own users that achieve
the labour insertion be the entry via for new workers' demands.
Although
the main objective is the labour insertion, the intervention
doesn't finish once the user has found a job, but during
a time the programme continues the monitoring in order to
avoid the loss of the work post, by external reasons or
not to the own development of the labour activity.
Furthermore,
the programme offers other resources, such as grants to
the training, Accident Insurance during all the period,
and the payment of the transport costs until the labour
insertion.

|
This programme is considered by the Government of Aragon
since 1995 as a resource integrated into the Social Services
Network of Aragon, and works narrowly with the Social Services
City Centres, and the base social services, together with
other entities in the field of the social action. For the
methodology applied and for its results we consider it a
good practice.
The
average of labour insertion achieved is about 60%. Since
its launching around 600 immigrants have participated in
it.
The
contracts achieved have been mainly temporary, with an average
of three months, although in most of the cases there has
been a succession of contracts, so a high percentage of
these workers have spent more than one year in the same
company, and some other in different companies but in the
same sector.
20%
of the posts have been created into non qualified professional
categories, 60% are correspondent with low professional
categories, and 20% with medium.
In
the field of education and training around 10% of immigrants
supported have been derived to education centres for adults
for the language learning and since the year 2000 a number
of 300 immigrants have participated in vocational training
courses developed by UGT.
From
all the immigrants that have accessed to the programme,
20% of them didn't have neither work or residence permits
and around 50% have accessed to social benefits of the Regional
Government, local government and social security.

Practical
considerations : |
|
|
The budget for the programme for the year 2001 has been
150.253 Eur. The medium cost per user is calculated in 405
Eur.
The
financing sources are the Regional Government of Aragon
and the City Council of Zaragoza, that finance the 75% of
the total through collaboration agreements, and UGT that
finances the 25%.
The
staff needed to implement the project are: 3 social workers,
2 social graduates, 3 administratives, 1 psychologist, and
1 lawyer (part time).
