Project: business and services

  Introduction:

The Target groups of the project are mainly the late coming family members, refugees and all participants that receive social security benefit or introduction benefit (introduction benefit equals social security benefit and is given to all foreingers who have come to Denmark after January 1st 1999 and who are not able to support themselves).

The characteristics of the target group are:

· Disadvantaged on the labour market
· Disadvantaged within the education system
· Lack of ressources (Danish language qualifications, social and personal problems, the majority of the participants have no or limited educational background and work experience)

The action fields of the project are:
· Integration into the labour market
· Professional qualification (business and services)
· Danish language training
· Improvement of knowledge of Danish labour market culture
· Improvement of personal and social qualifications

  Description of the problem:

A group of ethnic minorities in the municipality have no or limited educational background and work experiences. They need further education to become self-supporting and integrated into the Danish labour market. Business and services is a bottleneck sector which experiences shortage of labour.

  Description of the solution:

In order to qualify the ethnic minorities for the jobs in the business and services sector a course consisting of the following elements has been created:

Duration of project: 14 months

1. introduction (3 months)
language training 18 hours a week
introduction to the business and service sector
knowledge of Danish labour market culture
rights and duties


2. upgrading vocational qualifications (4 months)
language training at Hundige Language School (18 hours a week)
business and services studies at Køge Business College (12 hours a week).

The course has been developed in close collaboration among the municipality, Køge Business College, Hundige Language School and private enterprises working in the business and services sector. Thus, it has been tailored to the needs of the labour market and to the specific target group.

3. practical work experience
The participants work in a company (business/services) with the purpose of strengthening their language qualifications and get to know the Danish labour market culture.

4. upgrading vocational qualifications
Language training at the Language School (18 hours a week)
Business and services studies at Køge Business College (12 hours a week)

5. practical work experience (13 weeks)
The participants work in a company (business/services). The purpose is to test the vocational qualifications they have obtained at the business college.

The municipality has deliberately tried to make the project a prestigeous offer in order to attract participants on a voluntary basis. That has been successfull. All the participants are motivated and there is a waitinglist to start in the project.

  Impact and results:

Actually there are 22 participants in the project. It's too early to evaluate results due to the project just started in May 2002.

The most innovative elements that make this initiative a good practice are, the close collaboration among the municipality, the language school, an educational institution and private companies. The companies have taken part in defining the project so that the content would be in accordance with the demands of the labour market - in this specific context the business and services sector.

The project is funded by the municipality and the national government.
