  Introduction:

The municipalities in Denmark have been assigned the responsibility of implementing the Integration Act and the aims of the Act are:

· To ensure that the individual is given the opportunity of partaking in the political, economic, work, social, religious and cultural life of society on equal terms with other citizens
· To ensure that the individual will quickly find a job and become self sufficient
· To ensure that the individual gets to understand the basic norms and values of the Danish society

Foreigners who are not able to support themselves are entitled to introduction benefit which is equal to social security benefit.

  Description of the problem:

There is a shortage of labour on the Danish labour market and the unemployment rate for ethnic minorities is high. Therefore, there is a need to qualify the ethnic minorities for the jobs. Furthermore, the focal point of integration is that ethnic minorities become self-supporting and learn Danish as quickly as possible. The areas in which further qualification is needed is: Danish language, social and personal qualifications, knowledge of the Danish labour market and vocational qualifications.

  Description of the solution:

In order to qualify the ethnic minorities for the jobs on the Danish labour market this project focuses on Danish language training combined with practical work experience. The language training has physically been moved from the language school to the workplace (in this case Denmark's Technical University) and it is based on the practical work experiences that the participants get. Thus, traditional language teaching methods have been abandoned. The project is organised so that there is Danish language training in the morning and practical work experience in the afternoon. The work experience takes place at Denmark's Technical University and the participants mainly undertake any kind of office work. The purpose of the practical work experience is not so much to improve the vocational skills of the participants but more so to strengthen their knowledge of Danish labour market culture, their social and personal qualifications and their motivation to apply for an ordinary job.

The method engaged is to focus on the resources of the individual participant and to make the individual responsible for his/her plan of action.

  Impact and results:

From 14 participantes that started the project in August 2001, 7 have got a job. The average time for the participants is 7 months.

The innovative and distinctive elements of the programme are:

- The combination of language training and work experience.
- To move the language training to the workplace.
- The close collaboration between different integration actors: the project is a close collaboration between the municipality, the language school and Denmarks' Technical University.

 

 

  Practical considerations :

The staff needed for the project is formed by: 1 project co-ordinator, 2-3 language teachers and 1 job consultant.

The project is being funded by the municipality and the national government.
