Ways into employment

Target
group of the project are female immigrants in the age
between 20 and 50, who don't have a German education or
vocational certificate and who search for a job or further
education.
At
the end of 2001 there were participants from 30 different
origin countries. The quantitatively biggest group were
Turkish women. Female immigrants from Poland, Iran, Russia
and Afghanistan were as well strongly represented.
Their
vocational integration shall be improved through
· an increase of knowledge about ways into employment,
further education and labour market,
· assessment of vocational aptitude,
· teaching of relevant vocational basic knowledge
and key qualifications,
· support of communication ability,
· preparation of the transfer into further measures,
training on the job, or employment.
The
elements of the project are an advice centre and a training
measure.

Description
of the problem: |
|
There
are existing prejudices against people with foreign origin,
which hinder their integration into the labour market.
But it is predominantly the lack of requirements, what
makes very difficult immigrants access to vocational training,
further education and a qualified employment. The following
points can be mentioned as examples:
· The knowledge of the German language is one of
the most important qualification for the vocational integration
of immigrants. But many times they have not enough language
knowledge, which fulfil the increasing requirements within
the jobs.
· Most of the concepts of further education measures
are created for monolingual German participants. Neither
the conditions, nor the contents are tailored for a target
group with lingual and cultural differences.
· Many immigrants don't know the existing possibilities
of qualification. Documents and advises about qualification
possibilities require many times good German language
knowledge.
· Women with immigration background have special
problems to find their way to further education and to
test the conditions, which qualification is required for
a job-start. Many times they are strongly involved in
the tasks and work in their families and households. Until
now there is no special offer in Hamburg for the needs
and desire of this target group concerning vocational
education.

Description
of the solution: |
|
|
The
project "Ways into employment" orientates its
activities to the labour market situation and the social
situation of female immigrants. Its goal is the improvement
of the integration of women with foreign origin into the
labour market with a target group orientated offer.
The elements of the project are an advice centre and a training
measure.
Each woman immigrant that searches orientation, receives
individualised information according to her education base
and experience. The advice centre mediates knowledge about
ways into employment, further education and the situation
on the labour market - many times in the origin language.
The adviser works out job applications and prepare job interviews
with clients, who don't take part in the training measures.
The continuing offer of individual talks and group advices
facilitates on the one hand an individual support and on
the other hand processes of mutual learning and exchange.
The time of the advice is flexible.
A part of the female immigrants participate in a training
measure, which takes between eight and twelve weeks. In
this measure they receive individual support and social
educational support to develop a vocational perspective
and necessary steps to a realisation. The training contents
modules like German language, information about further
education and labour market in their origin language, EDP-basics,
employment orientation and application training.
The leading institution offers since 2002 a continuation,
six month lasting basic-qualification and a six month lasting
employment preparation for the participants after finishing
the training measure.

The project runs for three years (February 2001 until January
2004).
Every year there are 4 training measures, with a duration
of 8 weeks (full-time) each one and three training measures,
with a duration of 12 weeks (part-time) each one.
The
planning of ways into employment and the qualification modules
are tailored to the target group. That means, the situation
and the conditions of the female immigrants are respected.
This facilitates the development of further and adequate
steps after the participation. This is a characteristic
that makes the programme be a good practice.

Practical
considerations : |
|
|
The agents implied are, the Employment Office, Institutions
of further education, other advice centres for immigrants,
Meeting organisations for immigrants, enterprises.
The
sources of funding are the European Social Fund and the
Employment Office.
The
staff needed to manage the project are: 2 project leaders,
2 employment advisers, 1 agent (acquisition of companies
for visits, training on the job etc.). 1 social education
worker, 3 teachers and other.
The
Employment Office or the Social Assistance Office pays maintenance
for about 95% of the participants, 5% get other maintenance
(e.g. through their husbands).
