The
demand for specialised personnel, who have finished a
vocational training and who have knowledge in languages,
working habits and mentalities of other countries, is
increasing because of the rising tendency of internationalisation
and globalisation. Young foreign people are a special
potential in this context, because many of them own a
well trained bilingual and bicultural knowledge.
The
existing knowledge of the origin language (because of
binationality) can be used productively for regional economies.
This is even more important for enterprises, which are
active in the international context.

Description
of the problem: |
|
The
percentage of young immigrants, who take part in a vocational
training in companies in Germany, is relatively low in
comparison with young Germans. The increasing of this
percentage is an aim of the project.
Young immigrants have competition disadvantages on the
labour market and the market of vocational training because
of their origin. It is as well an aim of the project to
offset these disadvantages with the additional training
in their origin language.

Description
of the solution: |
|
|
The
German Ministry for Employment and Social Affairs ordered
the "Institut der deutschen Wirtschaft" ("Institute
of German economy") to realise additional "binational"
training measures for Spanish, Italian, Portuguese, Greek
and Turkish young people, who participate in a vocational
training in commercial, electric, metal, or IT (information
technologies) ranges.
The young people gain qualifications, which are a preparation
for vocational specific requests in the working world in
Germany and their origin countries. This contributes to
a securing of their future chances of employment in a joining
European labour market.
The young people get parallel to their vocational training,
specific vocational lessons in their native language. The
classes take place three hours a week outside their vocational
training places in companies. Additionally, the young people
take part in a training on the job in their origin countries
(five weeks).
Young people with Spanish, Italian, Portuguese, Greek or
Turkish nationality can participate in the project. At the
moment (June 2002) there are 55 participants, who are divided
into three groups, according to their vocational range:
· one group with the main focus on commercial themes,
· one group with the main focus on electro-technique
themes and
· one group with the focus on metal-processing themes.
The
motivation of immigrants to take part in a vocational training
can be increased by the possibility of participation in
the project and training on the job in their origin country.
The "disadvantage" of having deficits in the German
language is equalised by the fact, that the target group
can use their origin language to learn technical terminology.
This potential, which until now has not been used, can be
used by the participants for vocational applications. In
this matter the target group has an advantage in comparison
with German young people.

The project began at mid of 1994 and it will end at mid
of 2003.
At
June 2002 there are 55 participants.
About
90% of the participants work in their profession of the
vocational training after finishing the project. About 5%
start working in another country and 5% take part in a further
vocational education or start a university career.
All
participants get a vocational training payment by their
companies.

Practical
considerations : |
|
|
The agents implied in the project are: the Institute of
the German Economy (in Cologne), the Employment Office,
the Chamber of Commerce and Chamber of Trade in Hamburg,
the embassies consulates in the partner countries, the institutions
of vocational education / Ministries for Education in the
partner countries.
On
the German side the project is financed by the Ministry
for Labour. The training on the job in the origin countries
of the participants are financed by institutions of the
partner countries (e.g. the Spanish Ministry for Education
pays the flying costs, accommodation and catering for the
Spanish participants during their training on the job in
Spain).
The
staff needed to manage the project are: 1 project leader
(including administration), Teachers who are working per
hours, a social education worker.
