Foreign self-employers offer vocational training

  Introduction:

Target group of the project are foreign enterprises in Hamburg on the one hand and young people, who are searching for a vocational training place, on the other hand.
The big potential of foreign enterprises in Hamburg shall be motivated to create more vocational training places for young people with immigration background and young Germans.
The project wants to reduce information deficits about the German dual system of vocational training with the advice of foreign enterprises.

The project has to be seen in the context of the other activities of the leading institution: The ATU (= "Working group of Turkish employers and business-start-ups") is a syndicate of enterprises and self-employed of the "ethnic economy". The syndicate was founded, because established German institutions have a limited consciousness about the interests of foreign enterprises regarding advices and information.

  Description of the problem:

Young people with immigration background are even more affected by problems in the transition from the education system to the employment system than Germans.
There can be observed tendencies of a process of "ethnical homogeneity" in daily life situations in city quarters with high rates of immigrants (e.g. in the family and in school). Information deficits, cultural differences in the awareness of professional rules and a lack of orientation about the need of qualification limits many times the possibilities of young people with immigration background in the access to the employment system (here: vocational training). Symptoms of these specific disadvantages are among others a lack of awareness about the importance of a qualified training and few knowledge about internal company cultures.

These problems get even worse due to deficits of information concerning the dual system of the vocational training. These deficits of information exist as well in many enterprises with foreign owners.

  Description of the solution:

The achievement of the project can be described on three levels:

The first level is the acquisition and mobilisation of foreign enterprises, which want to offer vocational training. Therefore it is necessary to investigate the possibilities, to visit enterprises and to advice them about the formalities concerning vocational training.

The second level starts with the readiness of foreign enterprise to offer vocational training: The leading institution supports the enterprises to get a licence for the vocational training, and it supports the Employment Office to offer training places.

The third level includes the support to find "the right" trainee for the vocational training place. Young applicants and their parents get information about the possibilities within the dual system of vocational training. Moreover, the project is still open for the trainees and as well for the enterprises after the start of a vocational training (e.g. if there are any conflicts within the training, with the trainee or the enterprise).

  Impact and results:

The results have been really positive, and make of this programme a good practice: 129 young people got a vocational training place in a foreign enterprise. Among these 129, 61 with Turkish nationality, 62 with German nationality and 6 from Iran, Afghanistan, Philippines, Portugal, Greece and Macedonia.

66 of them were male and 63 female trainees.

3 of the 129 trainees had no education certificate, 63 had a certificate of the lower secondary school, 45 had a certificate of the intermediate secondary school, 11 had a certificate of higher education.

This project began on April 1999 and has a duration foreseen until December 2003.

 

 

  Practical considerations :

The agents implied in the project are the Employment Office of Hamburg and the Chamber of Commerce of Hamburg.

The financing institutions are the above mentioned plus the European Social Fund, the Ministry of Employment and the Commerzkollegium zu Altona.

The staff needed to manage the project are 3 people in charge of the administration, the acquisition and the advice.
