Nurse Training

  Introduction:

GATE, the leading institution is a non-profit enterprise for the improvement of the situation in the ranges job market, social and youth politics, as well as support for locally city development.

The target group of the project are foreign women, whose nurse certificates are not recognised, and female immigrants with provable competences in the health service.

The project has three main goals:

- A specific target group shall get access to a recognised training certificate in the range of health service.
- Development of a modular structured vocational training in health professions.
- Systematical possibilities of flexibility in the vocational education shall be shown through a consideration of intercultural competences in favour of female immigrants.

The vocational training for being a nurse in Germany lasts normally three years. The project facilitates a reduction to 1 ½ year.

Finishing the vocational training, the participants are nurses (with a recognised certificate in Germany).

  Description of the problem:

The target group lives in a situation of sex discrimination because of ethnic origin.
The participants, who gained vocational experiences and certificated competences in the health service in their origin countries, take many times precarious jobs or they depend on transfer payments of the Employment Office or the Social Assistance Office for a long-term period. Many of them have no access to measures of the Employment Office because of their status.

A specific component of the problem is the non-recognition of vocational certificates in the range of health service. The target group has normally no access to a qualified German certificate. Moreover their competences are devalued.

  Description of the solution:

In the co-operation of vocational training institutions, authorities and employment institutions the leading institution offers a qualification project in two phases:

- Determination of existing competences of the participants and an implementation of a six month lasting pre-qualification.
- Implementation of a shortened vocational training of 18 months with a recognised certificate.

This model project gives a possibility to overcome the restrictive practice of recognition of certificates in the health sector. The health service is a promising range in the labour market.

  Impact and results:

The project began in November 2001 and 23 training places (full time) have been created for the target group. The health service is a promising sector regarding the creation of jobs and the programme is fitted to the reality so it's a good practice.

 

 

  Practical considerations :

The agents implied in the programme are: the department for Social Affairs and Family, the Department for Education and Sport and the Regional Company of Hospitals, and is being financed by the two last.
